Anne Arundel County police say that on Tuesday, Arthur Tyler Felton used a box cutter to steal a cell phone and an MP3 player from a Sears in the Annapolis Mall, then briefly carjacked a woman in the parking lot in a failed bid to escape.
This is the same Arthur Tyler Felton who in 1991 fatally shot 6-year-old Tiffany Smith in the head during a gunfight with a rival in West Baltimore’s Walbrook neighborhood.
The shooting of the elementary school student shocked a city,Tiffany pendants, sparked a campaign to rebuild streets lined with vacant rowhouses, focused police attention on gangs, guns and drugs, and prompted residents to create a memorial in the girl’s honor.
At the time, Tiffany’s mother expressed anger at what she considered lenient sentences for her daughter’s killers — 20 years for manslaughter for one; 30 years with all but 18 suspended for Felton, who instigated the fight and fired the fatal shot on a warm July night.
Felton served 13 years in prison. He got out in 2005, went back for a year for violating the terms of his release and completed his probation just three months ago.
Baltimore Circuit Judge Thomas Ward said he accepted the plea because Felton agreed to testify against the other shooter and because the law was unsettled as to whether first-degree murder could apply to someone who fired at one person but hit someone else instead.
Even if he hit a 6-year-old girl.
Ward is now retired, but reached by phone Wednesday, said he regretted accepting the deal worked out between the prosecutors and a defense lawyer. Asked if he felt Felton had served enough time, the judge said: "No I do not."
The shooting of Tiffany outraged the city much the same way Sunday’s fatal stabbing of Johns Hopkins researcher Stephen Pitcairn is causing outrage today.
Harsh words are being exchanged. Citizen commentators are flooding Internet bulletin boards with vitriolic rhetoric on the demise of the city and calling the judicial system a failure. Politicians are swarming to the murder scene to call for reform.
A makeshift memorial to Pitcairn has risen on St. Paul Street in Charles Village, while the all-but forgotten memorial to Tiffany Smith still stands on Rosedale Street in Walbrook.
It’s a triangular sliver of real-estate carved amid a confluence of streets, where Bloomingdale crosses Westwood and Westwood crosses Rosedale. The sign is still there, "Tiffany Square,Tiffany Watches," surrounded by fading tiles with sayings like "God is Love." Tiffany‘s picture is still there too, in silhouette, her braids that endeared her to a mourning city still prominent.
The square was supposed to have been bigger, a real public meeting place for a revived community driven to action by the violent loss of a child. The politicians joined the cops who joined the residents who held a groundbreaking in front of the television cameras. A pizza shop opened up,Tiffany bangles, as did an insurance company. Block parties were held with live bands and dancing.
But the attention faded, the residents retreated and the politicians moved on. The streets around the square are still controlled by drug dealers, who were recently spotted shouting, "Kill Bill, middle of the block," touting a particular brand of heroin.
And now, 18 years later,Tiffany rings, authorities say, Arthur Tyler Felton is back, too. And back in trouble.
Anne Arundel police said that on Tuesday, Annapolis Mall security guards chased him outside and that he leapt into the back of a four-door sedan with a woman behind the wheel. He jumped out 50 yards later, police said, and was arrested after threatening the guards with a razor. Felton is being held without bail on charges of theft and carjacking.
Nearly two decades ago, Tiffany’s mother didn’t think Felton got a hefty enough sentence. And the lawyer for the other man in the gunbattle was outraged that his client got more years than Felton, who had fired the fatal shot. The lawyer at the time called Felton "a con man" who "may have just conned the state out of a lot of years in jail."
Most car dealers like to be as specific as possible when describing store location in their advertising, using lines such as: "We’re situated where the 405 and 5 collide."
But for The Auto Gallery Audi in Canoga Park, Calif., it’s more like: "Go in the back way at Neiman Marcus and hang a left at women’s handbags. "
The Auto Gallery chose to locate its Audi showroom inside Westfield Topanga, an upscale shopping mall in the San Fernando Valley,Tiffany Watches, until a permanent store is erected a mile away on Ventura Boulevard.
Both financially and logistically, that made better sense than working out of a double-wide trailer while construction equipment roared nearby. In fact, it has worked out so well since the store opened in December that Auto Gallery’s principals are considering keeping the mall store as a satellite sales center after the $10 million Audi dealership opens in August.
"The facility we had was dreadful; people didn’t even know it was an Audi dealership," said Tony Schwartz, co-president of Auto Gallery, which also sells Porsche, Maserati, Ferrari and Lamborghini. "But we had been waiting seven years for permits [for a new dealership] . We had to find an alternative."
Schwartz, who is careful to refer to the mall location as "a showroom, not a facility," said the rent is not inexpensive but is cheaper than operating out of a trailer at a street location.
Breakfast at Audi?
Schwartz was wowed by the demographics of potential customers roaming the mall, where 14 million shoppers a year walk down the corridor of elite storefronts that include Tiffany, Cartier, Louis Vuitton and Salvatore Ferragamo.
The mall also brings more shoppers from outside the area than would normally visit a car dealership. The shopping center previously displayed Audis in its walkways. But the relationship expanded when prime retail space opened next to Neiman Marcus.
Usually, five or six Audis are displayed in the 5,700-square-foot showroom. The aim is to represent each Audi vehicle. But Westfield Topanga has dedicated a big chunk of the covered parking structure to the rest of the vehicles in inventory, which are brought around by a porter for test drives.
"The showrooms make an exciting and progressive addition to the luxury wing of Westfield Topanga," said Erick Klaster, senior general manager of Westfield Topanga and Promenade.
The Auto Gallery Audi is a salesready environment, complete with an accessories area. The back door of the showroom leads shoppers to the valet parking circle, where cars are delivered for test drives. But the pitch is definitely lower-key than at a traditional dealership.
"People just trip over us here," said Lonnie Decker, chief marketing officer for The Auto Gallery. "We are planting seeds with people who haven’t put Audi on their shopping list. They may not be in purchase mode now, but we can get their contact information now."
The Auto Gallery also has a Lamborghini showroom next door to Audi in the mall. The Lambo outlet, which is 3,800 square feet,Tiffany key rings, will stay even if the Audi showroom doesn’t.
"It will be a permanent location for at least the next several years," Schwartz said. "It’s a destination showroom, and we don’t have to pay for bricks and mortar."
Most visitors to the Lamborghini showroom just want to gawk, although Schwartz said the store has a slightly more liberal test-drive policy than most exotic dealerships. But for most people, the dealership is a place to purchase Lamborghini logo merchandise, such as backpacks, T-shirts and baseball caps.
Not that the Westfield Topanga Audi showroom isn’t selling cars.
The store’s previous Audi store, at the Ventura Boulevard location, typically sold 50 new vehicles and 20 used vehicles a month. In the shopping center it’s more like 40 new and 20 used,Tiffany rings, but that’s in a down economy. The new store on Ventura is expected to sell 70 to 80 new vehicles and 30 to 40 used ones.
Vince Scandone, Audi’s Los Angeles area general manager, said the benefits outweigh the difficulties.
"It’s not a traditional path" for car buyers, Scandone said. "You don’t get die drive-by. You don’t have a usedcar display. You don’t have the curb appeal. But you do get the benefits of shoppers who wouldn’t go into an Audi dealership,Tiffany bracelets, and die next thing you know Audi is now on their list."
Operating out of a mall makes for some logistical, storage and insurance issues. Scandone admits Audi would not approve the shopping center location as a long-term home. But as a temporary solution, it has worked.
An added benefit: The mall’s parking lot provides an excellent gathering place for "Supercar Sunday," a get-together of Audi gearheads and their cars sponsored by the dealership. Some Sundays the event attracts as many as 1,000 people, many of whom then wander over to the showroom.
And if the rest of the family is bored, there are countless other stores where they can pass the time. Decker says: "They can make a day of it."

The National Center for APEC (NCAPEC) launched the APEC 2011 USA Host Committee last night, kicking-off a year-long series of programs to promote U.S. private sector engagement with the Asia-Pacific region in advance of the APEC 2011 meeting in Honolulu, Hawaii.
"APEC 2011 is a wonderful way, along with the U.S.-Korea Free Trade Agreement and Trans-Pacific Partnership Agreement,discount tiffany, to help improve our global economic engagement," said United States Trade Representative Ron Kirk. "It is critical that we all articulate to the American public how our economic future is tied to our partners in the Asia-Pacific region."
2011 will mark the first time that the United States will host the APEC Summit since its inception in 1993. Police collected samples of red stains along with personal belongings in a search of the South Richmond apartment shared by Tameka Claiborne and Michael Solomon, according to a search warrant.
Further details on the stains were not immediately available, but the inventory of items seized from the residence yesterday in the 700 block of Blandy Avenue included a pillow, a cigarette butt, clothing, a laptop computer and a purse.
Police fear that Claiborne, the mother of a 2-year-old boy found alone in a Chesterfield County apartment complex parking lot Tuesday night, may have been harmed. Solomon,tiffany earrings, her boyfriend,discount tiffany, is being sought as a person of interest in the case.
Claiborne’s family members have said the key to finding her is to locate Solomon.
Earlier today,tiffany, a friend of Solomon said he and and Claiborne planned to be married but decided to postpone. And Solomon’s sister said that her brother and Claiborne quarreled over finances last weekend.
Cynthia Solomon said her brother and Claiborne had argued because they were worried about how they would pay their rent and were concerned that they could be evicted from their apartment. She said both had called her Saturday while they were arguing.
Solomon said the last time she saw her brother was when she talked to him at her house in Prince George County on Sunday.
"I was trying to ask him what was going on. It was like he was stresed out," she said.
"But he wouldn’t tell me what was going on."
Solomon said her mother last saw him on Tuesday when he went to Hopewell to cut her lawn.
"She said he was in a good mood. He was OK."
David Anthony Blake, who lives next door to Solomon’s mother in Hopewell, said he has known Solomon for 15 years and described him as a "caring person" with a "caring heart."
Blake said he doesn’t believe anything bad has happened to Claiborne.
"I hope nothing happened to her,tiffany rings," he said.
Claiborne’s son, 2-year-old Malik, was found 11:30 p.m. Tuesday standing on a truck bumper in a parking lot the Addison at Swift Creek apartments in Chesterfield. He was unharmed and reported to be doing well yesteray under the care of Child Protective Services.

Lisa Michelle Hall will soon go to prison for preparing false invoices in 2004 and 2005 so that her employer could overcharge the U.S. government for work on Army helicopters.,tiffany rings
Yet even the government prosecutor and investigators handling the case believe that Hall, 34, was simply doing what she was told to do by her boss at the time — a man who is now her stepfather,tiffany pendants, Tim Woodard, former president and co-owner of Texas Aviation Services of Fort Worth.
U.S. District Judge John McBryde called the circumstances "the most puzzling I’ve ever seen."
But July 16, McBryde sentenced Hall, the mother of three children, to 27 months in federal prison for preparing and submitting the inflated invoices. The government contends that Texas Aviation fraudulently billed the Army for more than $256,000 in work that wasn’t performed.
The government filed charges of making a false claim against Hall in April, following an investigation that began in late 2007,tiffany money clips, after Tim Woodard and his father, Carl "Woody" Woodard, had sold the company.
At her sentencing hearing, Hall testified that she was following Tim Woodard’s orders when she prepared the invoices. Hall said she would take the records of hours worked on the Army helicopters to Woodard.
"He would tell me, ‘That’s not enough,’ and tell me how much to bill," Hall said. "I just did exactly what he told me. He gave me a specific number."
Even Hall’s mother, Olga Woodard, who was marketing director of Texas Aviation and married Tim Woodard in December 2007, testified that her daughter "was given direction by the owners of the company" when the bills were presented.
Olga Woodard did not say who specifically gave the orders.
Why did the company overbill the government? McBryde asked.
"Mistakes were made," Olga Woodard said. "It was not intentional."
But in her testimony, Hall was very clear that she did exactly as she was told. A former employee of Texas Aviation and a lawyer for the company both testified that Hall, despite at one point having the title of controller, did not have a significant role in the company’s management.
That interpretation of Hall’s actions was supported by an Army fraud investigator.
In court, Hall said she carefully documented the changes in the bills she was told to make and stapled all of the supporting documents with copies of the invoices that were placed in the company’s files.
Assistant U.S. Attorney John Bradford said there was no evidence that Hall personally benefited from overbilling the government. But Bradford also said the investigation turned up no documents to support Hall’s claims that she was ordered to submit the false charges.
McBryde asked Bradford if the government believed Hall’s testimony that she was directed to inflate the bills by Tim Woodard, and why it wasn’t prosecuting someone else.
Bradford said he did believe Hall’s explanation but that an extensive search of the company’s files turned up no supporting evidence that would support criminal charges against Woodard or anyone else.
"My belief is one thing, and what I can prove to a jury beyond a reasonable doubt is another thing," Bradford said. The records could have been mistakenly thrown out in a general housekeeping, Bradford said, or someone could have made sure they were destroyed.
A puzzling situation
Before sentencing Hall, McBryde said the "situation with the family is the most puzzling I’ve ever seen. The mother is up here pleading for all kinds of mercy, yet she’s still married to the stepfather who has not done anything to help her [Hall]."
Contacted by the Star-Telegram, Olga Woodard seemed distraught about her daughter’s predicament. She said "there’s more to it" than came out in court, but declined further comment.
She also said her husband, Tim,Charm pendant, was "not available" to comment on the allegations made by Hall.
Texas Aviation was founded by "Woody" Woodard in 1981. It had a good track record installing customized instruments and interiors in new commercial helicopters and overhauling older aircraft.
But the company had not performed government work before being hired as one of several subcontractors on the Army program. Texas Aviation was given a contract to remove old electrical wiring and install new wiring and electronics on a batch of well-worn Army National Guard UH-60 Black Hawk helicopters.
From October 2004 to December 2005, the government alleged, Texas Aviation repeatedly submitted inflated invoices to prime contractors. The amounts billed by Texas Aviation were then marked up by permissible amounts by the prime contractors and included in the bills they submitted to the government for payment.
In June 2007, the Woodards sold the company to Ranger Aerospace, a privately held investment group. Tim Woodard initially stayed on as president but was later removed, according to the new owners. Olga Woodard had a contract that until recently kept her on the company’s payroll.
Bradford declined to comment when asked if the case was still being investigated with an eye toward additional prosecutions. A spokeswoman for U.S. Attorney James Jack said the office would not comment. Bob Cox, 817-390-7723
A Solway Township man who was critically injured when his girlfriend stabbed him with a butcher knife told the court Tuesday that he forgave the woman and is looking forward to marrying her and spending the rest of his life with her.
The woman, Shawn Marie Melton, 45, pleaded guilty last month to first-degree assault in the Nov. 28 incident at the couple’s home. Under terms of a plea agreement accepted by Judge Eric Hylden, Melton received a stay of imposition of sentence. If she complies with conditions of her five-year probation,tiffany, the case will be discharged and for civil purposes — employment applications,tiffany necklaces, for example — she will have a record of a misdemeanor instead of a felony.
Melton has no prior criminal record.
Hylden ordered that Melton serve 60 days in a female offender program unless that interferes with her employment, in which case she will serve her time in the Bethel Work-Release program. She was ordered to abstain from alcohol and non-prescribed drugs and is subject to random testing to make sure she is abstaining.
Melton must undergo counseling and participate and complete the Domestic Abuse Intervention Project women’s program.
According to the criminal complaint, Melton told the 911 operator that she and the victim, John Kaarbo, were intoxicated and fighting and "being drunk and dumb."
St. Louis County sheriff’s deputies responding to the 911 call from Melton found her leaning against the back screen door of the house where she and Kaarbo lived. Kaarbo, 41,tiffany rings, was found lying on the couch with his hands on his chest. There were two stab wounds to his torso. He said Melton had stabbed him and he told her she’d better finish him off. She then stabbed him again, he said.
A physician listed Kaarbo’s condition as critical and said he would have died from his injuries if not treated. Melton suffered two black eyes,tiffany bangles, a broken nose and bumps on the back of her head during the incident.
Kaarbo told Hylden that he and Melton are now engaged to be married and are closing on a house they are buying together next month. He said the couple have been sober since that night.
"The whole incident was life-changing for both of us,” Melton told Hylden. "The end result was positive. There is no more alcohol use on either of our parts. … We’re looking to the future together.”

Style-conscious 16-24s targeted ; Aim to knock Asda off top apparel spot,tiffany necklaces
Tesco will reveal next week that it is launching a new clothing line – Florence & Fred Trend – as it looks to tap into a younger audience as part of its efforts to grow its apparel business.
Britain’s biggest retail chain, which will announce annual pre-tax profits of more than pound(s)3bn and sales nudging pound(s)60bn next week, is hoping that its new line can take on high street and supermarket rivals such as Primark, George at Asda and New Look.
"Targeted at the style- conscious 16 to 24-year-old market, F&F Trend has been developed in response to the increased desire for fashion-forward clothes that don’t break the bank," said Tesco buying director Jan Marchant.
"The collection reflects the latest street and catwalk trends."
The launch in May comes following Tesco’s creation of an F&F couture range which sells high-end items, such as a tailored denim jacket for pound(s)75.
F&F Trend, meanwhile, will offer younger shoppers a leopard print "harem" jumpsuit.
Clothing is still a relatively small part of Tesco’s pound(s)10bn-a-year non-food business, with sales now hitting pound(s)1bn per year.
But the retailer has big ambitions. Terry Green,tiffany pendants, the clothing chief who recently handed over the reins to Richard Jones, the former head of non-food at J Sainsbury, made it clear last year that Tesco wanted to knock Asda off the top spot to become the biggest seller of clothes by volume in the UK. It is currently the fourth-biggest,tiffany rings, behind Asda, Primark and M&S.
In October last year, the retailer put its full 3,500-item clothing offer online in an effort to close the gap with Asda, which was already selling its George collection over the internet.
General merchandise is the latest battleground for Tesco and Walmart owned Asda,tiffany, Britain’s two leading grocers.
Asda said this week that it wanted to wrest the crown of biggest non-food retailer from Tesco within five years.
It has non-food sales of around pound(s)6.5bn, according to analyst estimates and plans to open 150 Asda Living stores and expand its internet operation by 2015.
"We set ourselves a clear aim by being a clear number two in food and the number one retailer in non-food," Andy Bond, Asda chief executive, said this week.
"I don’t want that to become a stated five-year objective for the company yet but that is where we would like to be . . . we are planting a flag."
As the bellwether for the British consumer economy, the City will be keen to hear Tesco chief executive Sir Terry Leahy’s take on the outlook for retail spending and the prospects for the supermarkets, which are faced with dramatically slowing growth on the back of falling food price inflation.
This is particularly important to Tesco given that about 70 per cent of its profits still come from its UK business, despite its diversification into overseas markets.
